I posted the solution I came across, and informed Apple of my findings. Hopefully they will rectify the problem. Common thread seems to be "old" Apple ID never purchased anything from iTunes Store. If anyone finds another way other than the iCloud Payment Information, please share with others.

There are no NONE selection in signing up for Apple ID in term of credit card.
