First, from the App Store menu bar top of your screen click Store > Check for Unfinished Downloads

If that didn't help, try re downloading the app.

How to re download apps from the Mac App Store:

Open the App Store. From the menu bar click Store > Sign In

Click Purchases from the top of the App Store window.

Select which apps you want to re download. Then right or control click where you see Installed then click Install.

Make sure and use the same Apple ID used for the original purchase.

I have tried following your steps but it's still not working.

In my App Store it says I can open the app, but it's not downloaded on my phone and won't open.

If I search on my phone, it initially shows up as being downloaded (I see an open button), but when I click it I go to the App Store with a install button (I see the button that says I can download from the cloud). When I click that, it says the update is unavailable and to try again later.

I had the app on my phone and deleted it then when I went to add it back onto my phone I had this problem.

Any ideas?
