You can't unfortunately. However they are apps on the App Store that are similar and some work on devices as old as iPod touch 2g I think. You could try Evi and Voice Answer! I believe the payed version of Voice Answer gets info from Wolfram Alpha the same source Siri uses and Evi also can find places like restaurants outside the USA unlike Siri. I dont think either can change calendars and clocks like Siri on iPhone 4S though. If you want to send emails and texts handsfree I think there might be an app called Vokul. If you just want to dictate emails try Dragon Dictation and if you live in the USA you could try Dragon Go which I think is probably free I'm not sure however as I can't download that in the UK unfortunately!

You can not install Siri. Siri comes with the phone in Settings< General< Siri< On. Siri can be accessible with the iPhone 4s, iPhone 5, iPhone 5c, iPhone 5s, iPad (3rd Generation), iPad (4th Generation), iPad Mini, iPad Air, and iPod Touch (5th Generation). If you not have any of those Apple products, Siri will not be available.

Siri is not available for the iPod Touch.

Siri is only supported on the iPhone4s right now.
