I had the same problem after switching from Vodafone to EE.. this is what to do, after getting a pac code and getting th ephone unlocked I still could not "activate mobile date network" this was because vodafone had planted a peice of software that until deleted will not work. How to delete, Settings / general / profile / then select the item that is vodafone and delete it.. and it will work.

I had "Could not activate cellular data network" issue after update of iPhone 5 to ios 8.4. I had 3G symbol next to operator but still got messege about no internet on 3G/4G. WiFi working normally. I tried all tips previously posted with the tapping of the different buttons and restarts and also dfu mode restore, nothing helped.

Then i came across this:

1. Connect to WiFi

2. Open Safari and go to: http://www.unlockit.co.nz/#_Custom

3. Select your country and operator (but usually it's automatically filled)

4. Tap on "Create APN"

and you should be good to go.

I have an iPhone 6, just paid my T-mobile bill and then this happened, could not connect to cellular to use data, surf, etc.

This solution worked fine!

Thanks very much for the tip! "Deleting Vodafone Profile" worked for me! I was so frustrated because my cellphone provider and also Apple couldn't help me out with this problem. I guess they have no clue what's going on!

Thanks rob9099. Worked for me after I was prompted to delete the existing profile. General>profile>cellular profile>delete profile and follow the prompts.

I also want to add to the original post, go to settings, Genera,l VPN, and delete any configurations that are not Apple certified. I have a Keepgo sim that i use when I travel around the world and when I install the APN its works everywhere when I travel. But I need to remember to delete the APN configuration when I come back home.

I had the "could not activate cellular data network" problem for over a year now after I put my SIM card into a used iphone. It still seems unreal to me that the problem is fixed. I was searching for the same issue for hours. But since Koblenz2014 answer has logical explanation and a way to reset it, I tried it. And it works.
