I have the same problem on all my macs. That includes:
- MacBook Pro 17"
- MacBook Pro 13"
- MacBook 13"
I agree with you on all issues:
- this MUST be a Apple Mail issue for all reasons you describe (also that all attachment can perfectly be opened on all my iOS devices. 2x iPhone 4, 1x iPad1, 1x iPad2)
- the problem accures with many files types, but the ones that i know are: jpg, pdf, exel, word
- when it is a photo the photo is half loaded and you can see half the photo and the other half is grey
I think the problem comes from slow or irregular internet speed. Obviously that should not be an issue and isnt with any other mail program.
HOWEVER, I found a solution that works around this is a pretty easy way. Its still not solving it, but at LEAST i can get the mails attachments and work with them, rather than having to forward the mail from my iphone.

Basically 2 solutions: I prefer option 2, as it can be done fast and each time the issue happens.
- click the mailbox that has the issues
- go to Mailbox in the status and click "Rebuild"
- This will re-download all mails. its a bit overkill, but it works.
- create a new mailbox inside the main IMAP mailbox account
- move or copy the message with the broken attachment there
- now do option 1) only for this mailbox
- then move the repaired message back
Such a stupid issue!!!!!
