BW,
Enable the feature in System Preferences, System, Dictation and Speech...
Double-tap the fn key to begin, single tap fn when you are finished speaking.

Here is what I found by searching Help in Finder:
Use Dictation to create messages and documents
Once you turn on dictation in Dictation preferences, you can dictate text anywhere you can type it by choosing Edit > Start Dictation.
Note: When you dictate text, what you say is sent to Apple to convert it to text. Other information, such as your contacts, may also be sent to help your Mac understand what you’re saying.
Turn on dictation
Dictate text
Unclear text is underlined in blue. If the text is wrong, click it and select an alternate, or type or dictate the correct text.
Good morning Peggy,
Glad to see that you are still offering your great words of wisdom.
My question is that Having recently upgraded to Mountain Lion, to enable dictation in Pages, do I need Pages09. At the moment I have pages 08 and only way to get it to functionis to dictate into NOTES then copy and paste into Pages 08.
