after update cant toggle pop up blocker

as the title states ive updated safari and have updated to mountain lion but I cant seem to find the option to toggle the pop up blocker. I need this because omy schools website uses pop ups. Any ideas?

MacBook Pro (Retina, Mid 2012), OS X Mountain Lion
