I have 25 mb persecond internet but im only downloading from utorrent at 500 kb and an online speed test says im getting 23000 kbps

You have likely been flagged by your ISP as P2P bandwidth hog and been throttled or went over your monthly data cap, which is rather easy leaving P2p on 24/7.
You have to tailor your bandwidth usage as not to send up the red flag.
You might even get a few warnings via email, so check oyur ISP email account or you might be subjected to certain laws against copyright infingment.

Other wise what is a legitimate place that i can download movies for free to test my internet in real situations without worrying about seeds and leechers

All ISP's have limits, even the unlimited ones once they find out your torrenting.

Most movies are usually copyrighted as it takes a lot of money to make them, so the producers need a return on their investment.
So I doubt you will find many sources of free movies.
However for $8 a month, Netflix all you can eat 24/7 streaming can't be beat.
First month free. 🙂
And if you get a $69 wired Roku device, you connect that to your HDTV with a cheap HDMI cable you can get online and watch on the big screen.
Have to watch, get the wired Roku, not the only wireless as that will cost you a router too. Depending if your ISP provided a router/modem combination or not.
but my download speed even with my internet providers speed test no info required has me at what im supposedt to be at
also would this even happen at the goverment syndicated crap whole called Sasktel?
I don't know what the policy is for your ISP, you will have to find out.
Far as I can tell your ISP is located in Canada, thus Netflix shouldn't be too much of a problem, just your ISP might be.
