Can I transfer App's from my IPad to an IPod Touch and how do I do it?

If the apps are compatible (e.g. you have the relevant iOS version on your iPod and they aren't iPad only apps) then you can do it via your computer's iTunes and/or by re-downloading them directly on the iPod's App Store app (re-downloading) - you can't connect an iPod to an iPad for direct transfer.
To sync them to the iPod, first copy them from the iPad to your computer's iTunes (if they aren't already on there) via File > Transfer Purchases, and then connect the iPod to your computer's iTunes, select it on the left-hand side of iTunes and select and sync them via the Apps tab on the right-hand side
