The old Sticky application still exist in the Application folder.
However I must say that it feel less attractive now that Notes exist in a more efficient way of displaying and syncing notes. This is a personal choice for sure but I' surprised that Apple had left this old application aside of the newest Notes.

Notes IS the name of the app. It's also in your Application folder but should even be in your dock by default.
When you mention that you want to "pin" note, I though you were referring at the previous application graphical interface that was like a post-it. The new Notes application have a different user interface.

The Apple page says: "Pin a note to keep it handy on your desktop. Just double-click, and your note opens in its own window. Even if you close Notes, the note stays open on your desktop. You can pin multiple notes to see them all at a glance."
If you double click a specific note it will open in a smaller window that will stay on the Desktop even if you close the Notes app.

and that new window will remain on the Desktop even if you close the app. Thus, "pinning" it to the Desktop.

Not for me. When I close the app all the notes close with it.

By close, I mean just closing the main notes window.

Another way of doing it would be to use the Stickies app, then go to users in system prefs and add it to the login items list so it launches automatically at startup
