I have an iPad 2. None of the apps that are shown on the second page will run, but the apps on the first page and across the bottom work just fine.
Any thoughts on this odd behavior?

Try this; Keep the Powerbutton and the Homebutton pressed at the same time until you see the Apple logo on your iPad screen.
Hey Tom - sorry I failed to mention I did try powering off and on, and then the reset as you suggested. It still does the same thing.
Then connect with iTunes on your computer and choose Restore.
Download a free app from the App Store. Once it downloads, your other apps should work properly again.
No apps from the second page will load
