safari cannot open the page because it is not connected to the internet

I found another solution! Had the exact same issue and it was driving me crazy. Tried all of the steps above, including
"reset network settings" and they didn't work. Turns out Cellular Data was turned Off specifically for Safari. Below worked for me:

Settings, Cellular, scroll to "Use Cellular Data For" section, turn Safari to On....bingo!!!!

Any Apps turned turned Off in this section will not work without wifi.

After doing all of the fixes mentioned in this message thread for my iPhone 5s, I eventually did a clean restore of the iPhone 9.0.1 iOS without any apps. Safari now works correctly. One of the non- Apple apps appears to be causing the difficulty - I do not know which one. Hope this helps.

That didn't work for me on my iPhone 5s. Have systematically gone through and done this for all apps.

However, when changing the selector button in Cellular, it immediately switches to OFF again.

I spent an hour and a half at Verizon today while they tried and failed to fix this problem. Followed Grinnders instructions and Boom! everything works perfectly again.

As promised by Apple Chat Support, installing iOS9.0.2 this morning solved the issue. I hope they are more careful in testing "updates" in the future.

My wife's iPhone 5 had the same problem when trying to connect over 3G/4G. Safari was working until the last IOS upgrade but then stopped working when she was not connected via wifi. I tried Grinders solution but this did not resolve the problem. I investigated I discovered that mobile data was turned off for Safari. I turned it on and everything was fine from then on. The Google app is also installed on the iPhone - it kept working. I am certain that my wife did not change the settings herself so I am guessing that either the IOS upgrade or another app upgrade caused the setting to change.

I've been looking for a solution for a few weeks. Reset network didn't work for me but I tried your suggestion. It worked like a charm! I don't even remember when I turned Safari off, LOL!

The most common problem is that your phone has been set to exclude Safari access to web over your cellular network. To fix this: Settings > Use Cellar Data For > scroll down to Safari and make sure it is turned on. Otherwise it will only work when you have wifi

For those on Cellular data go to:

1)Settings

2)Cellular

3)Make sure cellular data is on

4)Scroll to "Use cellular data for"

5Scroll until you see "Safari" and make sure it is selected

Done!

I was so frustrated with this issue and finally have the answer. Go to settings > Cellular and scroll down to you find Safari. Make sure it is enabled.
