safari cannot open the page because it is not connected to the internet

I cannot get internet access on my iphone 4s, I have not changed any settings but when i touch the safari logo it says"Safari cannot open the page because it is not connected to the internet" when I click to close the message it then says "Could not activate cellular data network.

I can use the internet when connecting using wifi at home but not when out using my phone. Any help would be gratefully appreciated.

I found another solution! Had the exact same issue and it was driving me crazy. Tried all of the steps above, including
"reset network settings" and they didn't work. Turns out Cellular Data was turned Off specifically for Safari. Below worked for me:


Settings, Cellular, scroll to "Use Cellular Data For" section, turn Safari to On....bingo!!!!


Any Apps turned turned Off in this section will not work without wifi.

My wife's iPhone 5 had the same problem when trying to connect over 3G/4G. Safari was working until the last IOS upgrade but then stopped working when she was not connected via wifi. I tried Grinders solution but this did not resolve the problem. I investigated I discovered that mobile data was turned off for Safari. I turned it on and everything was fine from then on. The Google app is also installed on the iPhone - it kept working. I am certain that my wife did not change the settings herself so I am guessing that either the IOS upgrade or another app upgrade caused the setting to change.
