FILE SHARING PANEL on iTunes

Im using ipod touch 3.1.3 and I wanted to transfer ebooks to it. But I can't find the "File Sharing Panel" on itunes. So I can't add books to my app. The app that I have supports file sharing btw.

HELP ME PLEASE!!!
