How do I set my ipad back to a single tap?

My ipad used to require a single tap but it changed to a double tap. Can I change it back to single tap? Also, the ipad does not scroll anymore. I tried to reset the ipad but it did not change. Tried to go into settings but that did not work either. How do I get it back to a single tap along with getting the scroll back.

iPad 2, iOS 5.1.1

Have you got VoiceOver 'on' i.e. do you need to tap to select and then double-tap to use/activate that field (and three fingers on the screen to scroll) ? If so then try triple-clicking the home button and see if that turns it off - if it does then you can change what a triple-click does via Settings > General > Accessibility > Triple-Click Home.
