Try this.
Triple click the home button - then go to Settings>General>Accessibility>VoiceOver>Off. If triple clicking doesnt work, try scrolling with 3 fingers to navigate on the screen.

You can either turn off VoiceOver directly on the iPad or when connected to your computer's iTunes - if doing it via your computer then you need to tap a field to select it and then double-tap it to activate/type it. You could also try triple-clicking the home button to see if that turns it off, and if it does you can change what a triple-click does via Settings > General > Accessibility > Triple-Click Home
