How do I create reminders only for my phone?

I'm trying to figure out why my iPhone has a category for reminders that is only on my phone in addition to iCloud and "Tasks" (presumably for MS exchange), and my daughter's iPhone only has iCloud lists (no option for "on my phone")

Is it because I also have an Exchange list and she does not? So the app would then know which list to put it in? Or in neither iCloud nor Exchange?

It seems like it would be useful for anyone to have reminder lists that could sync across iCloud or just limited to the phone.

All phones and Macs are using the latest software.

It has iCloud as the default, but it still lists as on option "On My Phone". And to be clear, I want them to work primarily through iCloud (syncing Mac and iPad, too), but there are some that may want to be only on the phone. Here's a pic of the list of available lists in the app itself.

FWIW, my iPhone 4S doesn't have any categories (no "on my iphone"), it's all working through icloud. You might go to Settings>Mail, Contacts, Calendars and scroll to the bottom where there are two settings for Reminders. What have you got there for the Default List?

Strange, my iPhone has no categories, just a list of the different reminder lists.
