What does the "busy" message on skype mean for the ipod touch?

My friend uses the skype app on the itouch. When I try to call, it sometimes rings twice, then says "busy". Sometimes it doesnt say busy when I call. We are both using skyp-toskype. What is the cause of this? Sometimes after it says "busy" it will ring a few more times then it will stop. Any ideas?
