I've got two new fully-loaded Macs (iMac & Retina MacBook), Mountian Lion and all the latest updates. I'm not able to export my set of keyboard commands from either computer - I give the file a name, a location, hit save and then no file gets created. Calling this software "Pro" seems to be a bit of a stretch at this point…
What software version? Have you used feedback.

You're not using it to make money?
The saved commandkey file is saved in home/Library/Application Support/Final Cut Pro/Commands. You can copy it out of there if it's not exporting properly.
Just tested, and yes, in 10.0.5 the Export function for keyboard layouts is a bug. Like Tom said, use that file, just copy it.
Exporting keyboard commands doesn't work. Ideas?
