If your partner uses a different Apple ID - and signs into your ID in order to download and read the book using your ID - your partner will be locked out of his or her own ID for 90 days.
My advice - if you use different Apple ID's - don't switch IDs just to be able to download a past purchase with the other persons ID. It's not worth being locked out of your own ID for 90 days - IMO.

I take it that you have multiple iPads in your household (and possible multiple user accounts) and possibly multiple computers.
Do you have a single, central iTunes library that is shared by all? If you do, you might try to see if this works.
We (my family) have 2 "authorized" computers for iTunes purchases, 3 iTunes user accounts and 3 iPads. They all share/sync to a central iTunes library.
When one iPad has a book loaded on it, other iPads are unable to access that book. However, when I finish reading a book, when I sync the next time, I mark that book to not load on that iPad and "return" to the iTunes Library. Now, my iPad does not have the book. When I sync my wife's iPad, I mark that book to load on her iPad. She now has access to that book.
So, I have found that you can't access the same book (loaded on 2 iPads) at the same time, but if unload the book from one of the iPads you should be able access the book on another iPad. Sort of like finishing a real book, then loaning it out to another family member.

The only way to accomplish this is if the other devices are also using your AppleID. All purchases through iTunes (including books and apps) are tied to thenAppleID used to purchases them.
