Right click on iTunes icon> "Run asAdministrartor". (Windows 7)

Dealt with this pain in the *** error code for a while until I found your post. Followed it to the tee and my problem is fixed. Good stuff!

I had to verify my billing information. Go to your account info on itunes and type in the 3 digits on the back of the card you have on file.

Please try this step first before trying the steps on the previous page. This was the easiest fix for me.

Security code in my CC info was blank. Updated and problem is now gone.

Run iTunes as an administrator - then it works...

What worked for me was installing QuickTime Player via Apple Software Update. Using Windows 10 x64.
