How can I restore iTunes from my iPad on a laptop the had the HD wiped after a system crash? Using iOS 4.2.1 and Windows 7. My backup was on the HD that crashed (I know...).

You can copy purchases from Apple to your computer's iTunes via File > Transfer Purchases. For music purchased from other sites and/or copied from CDs you will need to find a program for your computer that can copy them off the iPad (iTunes won't copy them).
You may also first want to go into Edit > Preferences on your computer's iTunes, and on the Devices tab tick the 'Prevent iPods, iPhones, and iPads from syncing automatically'
You are not restoring iTunes to the new computer - you are restoring your iTunes library to a new computer.
