1. Does time capsule transmit signal and can get data and upload when it doesn't have the ethernet cable plug in?
2. Does download and upload data to the time capsule use internet data usage?
3. Does leaving the ethernet cable plug in to the time capsule when not using it use up internet data usage?

2. Yes, it uses internet data if you are connected to the internet and using it.

I assume that you are asking about the WAN Ethernet port. If you disconnect the Ethernet cable from the WAN port, the Time Capsule will still broadcast a wireless signal, but you will not be able to connect to the Internet.

Internet data is not used if you are not connected to the Internet. You are connected to the Internet whenever your browser is open, email is being downloaded or uploaded, etc.

No. The Ethernet cable from the Time Capsule to your cable/DSL modem must be connected to upload and download data from the internet. Otherwise, all you can do is use the Time Capsule for your local backups.
No. Download (from the Internet) and upload (to the Internet) both imply that you are connected to the Internet.
