Go to the carrier the phone is locked to and aply for unlock!
The conditions are different and range from the carrier just doing it over fees or being their customer, waiting for a year or two or the carrier not doing it at all.
Only the carrier can tell you and you need to go to the carrier who owns the lock.

You can't. Softbank does not offer official unlocking for iPhones. Thus, there is no way to get your phone officially unlocked.
But if anyone can then it is japan-Softbank.

Of course they officially dont. Yet they are the only ones lehgally able to do it. Everything else is a thing between Softbank and abeywardena.

Sorry for repeating this. From law only Softbank can do it. They (and some other carriers) officially say: no they do generally not unlock.
There is no way of activating your iPhone without a Softphone SIM.

Go back to Japan, get a Softbank sim, activate your phone.
Otherwise, NO.
