When I try to send a photo to someone through text message it always fails to send. But when I send it to someone who has iMessage it works. Can someone help me figure out why it won't send through normal text?

Photos are not text. iMessage handles photos.

Did you try sending using a small pic?
You can sync a small pic from computer and try.
I have tried that. I tried all te scenarios you mentioned.
my iPhone 4S also does not send MMS without having issues sometimes. it is quite normal, actually. it sends the pic normally if i don't put the messages app on background. you also can't leave the thread. I think it's a problem with iOS5
But what's weird is that it used to always send it no problem and then now it won't send at all. I'm tempted to just sell my iPhone an go back to andolder smart phone I have. I've had nothing but trouble from day one with it.
Try double tap Home button, delete Messages app from taskbar.
Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)
Note: You will not lose any data.
FYI, if it's a bug in IOS 5.1.1 then there will be millions complaining.
I delete everything from the task bar as soon as I'm done with the application.
If you have tried everything as mentioned on your end then it must be the carrier.
I'd remembered AT&T at the beginning do not support MMS for quite so time.
I know it's quite a while a go.

AT&T tried all they could. They didn't understand it either. They said they showed no reasons why it wouldn't work.
I got no idea. SMS and MMS are carrier features.

KristenMarie90 - Going back to your original statement of the problem, if you send a pic to someone who doesn't have an iPhone, does it go through? Also, if the recipient has an iPhone with iMessage enabled, it goes through, right?
iPhone users get my photos. Non iPhone people don't.
well, my friend has a Nokia Lumia and she receives my pics, but the don't open. maybe it's because of the format (even though I doubt that even a Motorola V3 wouldn't open a JPEG).
Are the non-iPhone people on AT&T? Do they have mms or cellular data plans? Have you successfully sent pix to them before? Can any of them send pix to you?
No not all are AT&T. And yes they have data plans. I've sent them pics before. And yes they can send me pics.
