Since getting my iPad I have never been able to get iMessage on it to work. It does not sync with my messages on my phone. I have it turned on per instructions on these message boards and I have my settings on my iPhone set properly. What is wrong

I wish my other devices would get an iMessage when someone sends it to my iPhone - that doesn't happen, even though I have followed all the advice and have ensured that I have all devices loaded with my icloud email address as my caller ID. frustrating.
Well I've discovered sometimes mine do and sometimes they don't. I have no idea why it's not consistent.
