So if you go to Settings>General>Restrictions, there is no setting to Enable Restrictions, it immediately prompts you for a passcode? If that is the case, then you have Restrictions turned on, and you would have had to set the passcode. If you do not remember the passcode, the only way to defeat that is to restore the device as new, not from a backup. The backup contains the passcode and if you restore the backup, it will restore the passcode. Make sure that your content is synced to supported applications on the computer so you can get that back.

Hi again,

I can't seem to turn restrictions off.........the screen immediately moves into the next phase which is 'Enter Passcode'

Where or how can I find that code?

You need the code to turn restrictions off. You can't simply find the code anywhere. If you don't know what code was used, as I said the only way to remove it is to restore your device. If you have a backup that was made before the code was put in place you can use that to restore the iPad. Otherwise, you will have to set the iPad up as new without the backup.

Is this a school or corporate iPad? Or was it acquired second had? The restrictions passcode had to be set up by someone. Anybody have access to this iPad that may have set it?

When this phone was given to you, was it restored to factory condition? Or did you start using it as it was when they were using it?

If the latter, then they probably set the restrictions code, and only they know it. You would have to conatct them to get it. Or attempt to restore the iPhone to factory condition as I mentioned above.

Furthermore, if Find My iPhone was not turned off when they gave the iPhone to you, you may run into activation lock which will request their Apple ID and password to restore the iPhone.
