I have the same issue here. iPhone 4 just updated to 6.1 and I can't get rid of the red 1 badge on settings icon. Surely they have got a fix by now ???
Same here 😟 iPhone 4 from 5.1.1 to 6.1
Did you tried to remove Settings app from multitasking bar and then reset the iPhone?
Double tap the Home button to reveal the Multi-tasking bar and hold down an icon. Then remove the app by taping the little "x".
Hold down the Home and Power button until Apple logo appears. Ignore "Slide to Power off" message.
did not work
In the Updates screen, click the "Purchased" bar near the top.
There is a (long) list of apps. On the right, there are buttons.
They are either the iCloud icon or "OPEN". Be patient. Search
through the list to see if apart from the iCloud icon and "OPEN"
there are "UPDATE" buttons. Click on "UPDATE" button(s) and
let the update finish.
The annoying badge should go away.

Thanks but it didnt work 😟
Theres no update available in AppStore->Updates->Purchses, so badge is still not gone...
Same.. ;(
I had a same problem. It solved by itself when the numbers of updates reaches 5 and more or maybe it was fixed in system by Apple programmers.
What I don't get is, what have AppStore Updates to do with a red badge for iOS Updates😕
As far as I understand my iPhone thinks there's a new iOS Version available, but there isn't, I already have iOS 6.1 installed...
When I go to Settings->General->Software Update my iPhone says, that there is no software available, so what!?
I have the same problem on my iPhone 4. I updated to iOS 6.1 and a red badge on the settings icon appeared - looked to see if there was an update but it was already on the latest software. I have tried clearing it with all methods suggested: soft reset, hard reset, checking for an update, Erase All Content and Settings, restoring from backup - nothing works.
Any ideas Apple? Cause I think everyone here has done everything possible to clear it.
What happens if you move the settingsicon into a folder? Stays the badge on settingsicon or does the folder get a badge?
In my case the badge disappears completly after moving the icon into a folder BUT it reappears when I put the icon back on the homescreen😕
seems to be fixed with 6.1.1
The 6.1.1 software update supposedly fixes an issue that could impact cellular performance and reliability for iPhone 4S.
I have an iPhone 4 so still no joy...
I've just updated my iPad 3 and iPhone 4 to 6.1.2 and now the iPad has a badge icon on the Settings App that I can't get rid of, tried everything. Nothing on the phone though. Hope they get it sorted becuse it is rather annoying!
Just updated my iPhone 4 to iOS 6.1.2 and the badge on the settings icon has gone. Hoorah!
