Try and run the settings>reset>Reset all settings. When it reboots select "set up as new" and run through the wizard. This will not remove your data or apps. It does set wallpaper back to default and loosed all wifi networks so those have to be added back. The rest of the data will remain intact.
Solution is simple. You need to update every device you have logged into using your iTunes account. For example I have an iPhone 5 and an iPad Mini, I updated my iPhone software but the 1 badge would not go away until I updated my iPad Mini. There is no other way to get rid of it. I hope this helps.
Just updated to 6.1.3 and the annoying badge icon has gone.
I have an iPhone 5 running iOS 6.1.4 and I too can't get my settings badge to disappear. Can anyone help me?
What worked sort of for me was clicking on the App Store icon. It briefly doesn't show the badge, then I clicked the home button and it was gone. However if I go back to the app store it will show up, but only there. But then this also went away for some reason.
