Activate unlocked iPhone5 with no SIM?

Is it possible to activate over WiFi without a SIM?

Just got an officially-unlocked iPhone 5 direct from Apple UK. Don't yet have a SIM card for it. The wizard successfully connects to my WiFi network, then it seems to attempt activation. Then it says "Failed", and suggests inserting a SIM.

Are the activation servers overloaded? Or is a SIM card always needed?

PS: it's annoying that an officially unlocked handset needs activation at all. If I pay full price instead of getting a operator contract subsidy, then IMHO it should just work.
