Global proxy iOS 6

Do I need an MDM to comfigure global proxy? Looks like its a policy and Configurator doesn't handle it. Apps like Dragon dictation and new ipad dictation do not work with manual proxy. I thought this global proxy support would fix this but i don't see where it's set. Any thought?s
