You need to have whats called a "mobile share" data plan from ATT to use facetime over cellular
Switch to wifi. It's better for everyone.
AT&T blocked FaceTime over cellular if you have a grand fathered unlimited data plan
_SG
just another way for the cell companies to take more cash from you. You have to "upgrade" away from their unlimited data plans.
I have a unlimited plan I was grandfathered into..just spoke to AT&T rep who told me I had to change my plan if I wanted FaceTime on 3G. I will not be doing that. Not the end of the world but it ***** that they can limit a functionality of our phone.Hopefully the current lawsuits that are being filed will work.
Sorry I am responding to everyone who has brought this issue up to make sure that the word gets out. I am glad to see that this is getting noticed. I went thru this today
AT&T wants to charge for it. Also caution: If you are "grandfathered" into an unlimited data plan and switch to a new "termed" data plan just to get face time available without wifi your unlimited data plan is no longer valid. Also note that AT&T no longer offers an unlimited data plan at this time so you cannot get it back
I downloaded IOS6 and turned my wifi off and tried facetime. It advised that I need to contact AT&T to make sure I had the applicable data plan.
I had an interesting conversation with AT&T today. They told me that I had to sign up for a new plan.
They fully admit that Facetime is interent based and goes over the internet when connected to wifi. I responded that when wifi is turned off, it goes thru the internet on the phone which is data. Since I have unlimited data they are now restricting my unlimited data. They won't deny that. They only state that AT&T offers a new plan which allows you to use facetime without wifi. I believe it was called "mobile sharing"
I escalated to three different supervisors until there wasn't a higher one present. They commited to have someone call me back tomorrow. I asked that take this as a formal complaint. I also advised that I would be contacting the BBB as they have stepped over the bounds of ethichal behavior.
@texobs - here's some info on the combined effort to file an FCC Net Neutrality Complaint: http://www.washingtonpost.com/blogs/post-tech/post/atandt-faces-complaint-over-i phone-facetime-blocking/2012/09/18/799c8650-0183-11e2-b257-e1c2b3548a4a_blog.htm l

I too found this problem today. Except for me, I only have an iPad 3. I don't even have an AT&T phone plan. And AT&T won't allow me to use facetime over any of the iPad prepaid data pans either. They say it has to be part of a shared phone data plan. I don't have a personal AT&T phone to do that with, if I even wanted to.
So technically, I'd have to put my iPad on my wife's plan (which would kill her grandfathered unlimited plan, since they wont allow that either) or become an AT&T phone customer. So essentially, Apple's update that brings Facetime over cellular for iPad 3 owners comes with huge caveats for AT&T customers. Lame. I'm quite disappointed in both Apple and AT&T for letting this policy be implemented.
I also plan on canceling my prepaid iPad data plan when the 30 days are up, which I had been keeping each month. I will instead only purchase in emergencies, until AT&T stops telling me which legitimate programs I'm allowed to use, and which I can't.
Yes I too found that I am io6 Facetime blocked because of my Grandfather Unlimited Data plan. Very deceiving when i purchased my iPhone 5 and locked myself in a new 2 year contract. Great Move At&t, especially since
i always talk well of you.
