iPhone 5 bought in the USA does not send text messages in Russian networks

When I was buying it in an American Apple Store the salesperson said that it will work fine with European, Russian and any other sim-cards. But in practice I have problems with sending SMS (voice calls, 3G and receiving messages work perfectly). Perhaps I should change the number of SMS center? Is there any way to do it?

Found solution. Had the same problem with my ATT iPhone 6 plus in Russia. Tried everything mentioned in this post and others. Nothing worked. Then this morning I was looking at my error "message nor delivered" and pressed "details" on the right top corner. My contact came up on the screen. I tried to dial it and saw that even although I changed the number from 0117 and etc. to 8(927) etc. it still dialed 0117 as if from U.S.. The solution is to completely delete the contract and create a new one with the correct number. I could not believe my luck. I stumbled on this by accident. I hope it helps others.
