I had the same problem installing iOS9 - froze on "verifying update" and could not turn iPad off. Solution: Press and hold Home and Power button at the same time until the Apple logo appears. Let go of both. The device will reset itself and you can install the update again. This worked for me.

If this doesn't work, use recovery mode to restore it:

I had this same problem for the 9. update. I looked at EVERY response on the internet about this. Hooked my iPad to my Mac, to do a hard restart, updated some apps to try to fool the system, etc. Nothing worked. Tried holding down the sleep/restart button for long periods of time, etc, etc, etc, etc. NADA. Finally, I noticed when I pressed the SIRI button, she responded. I had been disregarding it before, so I went ahead and asked her how to get rid of the Terms and Conditions page, She responded, "Let me take a look at that...I have found this....The choices appeared over the locked screen! I selected the top one and then it let the screen refresh and dropped the stuck notice! GO SIRI..

Force iPad into Recovery Mode

1. Turn off iPad

2. Connect USB cable to computer; leave the other end alone

3. Press and hold the Home button down and connect the docking end of cable to iPad

4. Continue holding the Home button until you see the "Connect To iTune" screen

5. Release the Home button

6. Open iTune

7. You should see "iTunes has detected an iPad in recovery mode"

8. Use iTune to restore iPad

Note: You need to be patient and repeat the above many times to recover your iPad
