My Mac Pro tower is not turning on. I press the power button and I would hear a click, the fan won't turn on either. I blew out any dust but now when I try to turn on the computer I don't even hear the click? What should I do?

The Mac Pro has a very fussy power cord at the computer end. It has a huge block of rubber that makes it difficult to get seated securely. So I suggest you do this operation which will effect a SMC Reset AND make sure the power cord is seated:

Remove the AC power cord at the computer.

Press and hold the power ON button with the cord removed for a quarter minute (to discharge the power capacitors).

Re-Insert the AC power cord forcefully to be sure it has seated completely (or substitute a known-good power cord that does not have that big rubber block).

Wait a quarter minute.

Press the power on button to attempt to start up.

If still no signs of life, check the PRAM backup battery, half-hidden behind the graphics card. BR2012 long life Lithium battery, nominally 3 Volts.
