I used to be able to maintain a playlist of podcasts in iTunes. Now there's a separate program for podcasts that doesn't seem to allow me to add a podcast to a playlist. How can I do this?

Currently, you cannot - a strange over-sight on Apple's part.
im using iphone5 and iTunes 11
here is how you do it.
With your device connected to your Mac/Pc and iTunes open___
File__(point)Devices__(click)Transfer Purchases from "Your Device name"
This will make your podcast to be added to your itnues libarary-
For each podcast go to Get Info>options and change the media kind to music. Then they will go in your music library. You will lose the ability to change the playback speed.
