You can try these steps and hopefully this will help you too (mine is sorted now)
- back up the phone and restore it from iTunes (do not just erase all content on the phone then set up again), basically the aim is to re-install the software from iTunes
- reinstall all applications (i.e.: do not restore from a backup). Make sure you do not turn on push notifications and location services for apps unless absolutely necessary (i.e.: there is no reason for your Dictionary app to be sending you push notifications or for it to know where you are)
- turn off Siri (you can switch it on whenever you need to use it, as and when)
- turn off podcasts syncing
- VERY IMPORTANT: turn off automatic uploads for iTunes & App Store (regardless of whether these are set up to use your mobile data or not, just turn them off!) (go to: settings, iTunes & App Stores, then turn off ALL options: iTunes Match, Music, Apps and Use Mobile Data)
- turn off passbook updates (go to: settings, general, mobile data)
NOTE: the first time you set up the phone after the restore, connect to wi-fi first when you're setting up the phone and go to your email accounts to trigger downloading all your emails in the different folders. Once you're confident this mass download has stopped then you can go in and test the usage of mobile data.
