I bought my Iphone 4 in USA. I am going to Japan. As I know, as long as my phone is locked by AT&T, i cannot use in another countries, how about WIFI? Can I use WIFI in Japan even my Iphone is locked by AT&T?

You will be able to use anything that uses wifi data at any other time.
Wifi has nothing to do with the lock. That is why you can turn the iPhone to Airplane mode and then turn the Wifi back on. If you have an iPhone 4, is it out of contract? If so, you can request an unlock from AT&T so you can use a local SIM card in Japan too.

You can use wifi, and should be able to use Skype or Facetime if you need to make a call, but without it being unlocked, you will not be able to use a local SIM.
I already contacted AT&T, they are unwilling to unlock my I phone 4.
What you mean isn't even I were in Japan, but I still can use my Whatapp, Viber, Facetime, and those other applications?
