Can my iPad be charged through usb from my pc ?

If you leave it off and have plenty of time. USB ports do not provide the same power available from the wall charger.

Your ipad requires a 10w source to charge. Your computers usb port provides 5w of power. You cannot charge your ipad from your computer, and you should see 'not charging' in the top right corner of the ipad screen indicating such.
It depends on the PC. Current Gigabyte motherboards have USB ports that can supply the current needed to charge an iPAD. Some of them even keep the USB port powered on when the PC is turned off.
Standard USB ports supply 5 volts at a maximum of 0.5 amps which is too low to charge an iPAD in any reasonable amount of time.
