It can't send or receive messages. It can show any messages that was there before the problem appears, but can't send or receive any new mails.
Anytime I have issues with mail, the simplest solution I've found is to go to Settings > Mail, Contacts, Calendars
Delete the non-performing mailbox
Re-enter the mailbox
Mail dont work
