Yes you have to sign up and activate your Developer account ($99) first. There was a problem with people who signed up on Jan 1. If you still cant sign in just call support and theyll fix it quickly

Having the same problem but I already have a Developer Program for my appleID. Still doesn't let me log to the account any suggestions?
