iPad/iPhone in "Messages"

My brother has both an iPad and iPhone. We send messages using OS X Mountain Lion's "Messages" function. Which ever device he uses to initiate a conversation is where my reply will appear - not both. If I initiate a conversation, it appears ONLY on his iPad. Is the iPad the "default" receiver of a conversation I initiate?

If you initiate an iMessage and it only goes to your brothers iPad, is it safe to say that you are sending the iMessage to your brothers Apple ID and not his phone number.
