My iPhone reading list and bookmarks have vanished. I know there is no way I could have deleted them myself. Yet everything else on my iPhone is there: apps, photos, everything else that is backed up to iCloud. Is there an isolated iCloud issue/outage going on? Should I try restoring from my last iPhone backup? I have no idea what is going on. I'd appreciate any help anyone could give me.

When you say the reading list /bookmarks are gone I assume you mean from Safari. IF so I had that happen. Try closing safari and then have a look to see if they are back. with safari opne on the screen tap the home button once then tap home button twice and then hold the safari app icon in the multitasking area until it wiggles and then tap on the minus sign top left of the safari icon. this will close it
This has happened to me as well, but force closing Safari has not fixed it.
Does anyone have any other suggestions?

does this delete everything off the phone or does it just restart it?? because my bookmarks and reading list has disappeared and i did everything you said up there but theyre still gone..

Thanks Ocean20, I had this happen to me today on my 6S (iOS 10.0.2). All favourites were gone!
I had to turn my iphone off and on again and they all came back!

My bookmarks disappeared also. I tried all of the easy fixes so I opened safari, typed in a website and bookmarked it. All of my bookmarks showed up after that. Worked for me.

I tried your advise but sadly it doesn't work. My bookmarks and others have not been recovered... I'm quite depressed now.
I'm sorry, but I've tried more than 10 times and it still doesn't work! I'm just going wait weeks and see what happens....(sigh)
