The Library is a hidden folder. Open Finder, then in the Menu Bar, select Go, Hold down the alt Key the Library folder will appear click it, click Preferences, do your search from there.

There has been a change to Mail in Mountain Lion, partly because of sandboxing changes in the OS. You don't really need to know what that means, but what you do need to know is that the new location for the Mail preferences file is here:

~/Library/Containers/com.apple.mail/Data/Library/Preferences

You can copy that path, then choose Go To Folder from the Finder's Go menu and paste it in there to go right to that folder.

If you think that a few posts from a Tech Support site represents the actual state of things more power to you.

The fact that your machines need permissions repairs so frequently suggests deeper issues, and get rid of Onyx, it can and will cause more issues than it solves. The fact that all your machines have Onyx, and problems, whereas none of mine have either is compelling enough.
