The Library is a hidden folder. Open Finder, then in the Menu Bar, select Go, Hold down the alt Key the Library folder will appear click it, click Preferences, do your search from there.

There has been a change to Mail in Mountain Lion, partly because of sandboxing changes in the OS. You don't really need to know what that means, but what you do need to know is that the new location for the Mail preferences file is here: ~/Library/Containers/com.apple.mail/Data/Library/Preferences You can copy that path, then choose Go To Folder from the Finder's Go menu and paste it in there to go right to that folder.

That could be caused by a number of things that would not be fixed by deleting the preferences... corrupt mailboxes, a corrupt copy of Mail, a corrupt or failing hard drive, a damaged system, etc. But deleting the preferences is a fairly easy thing to try for a start.
