What country are you in ? If I go to that screen I see boxes for Mac, iPod, iPhone, iPad, iTunes, Apps & Software and More Products & Software. The direct links to the iTunes contact page (that post is 10 months old) is : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'

I have an apple id from appleidcard. when I want to buy an app, it asks me for security questions which have not been provided with the apple ID I bought. I need to reset my security questions and when I go to "manage your apple ID", in the section for password & security, there is no LINK to reset the security questions and there is no indication of where to set a rescue email address. I am really frustrated and dont know what to do!

If you don't already have one then you won't be able to add one until you can answer 2 of your questions - it's like that for account security e.g. if somebody gets access to your account then they won't be able to buy items on it from their own computer/device without being able to answer your questions, and they won't be able to get your questions reset via the rescue email address.

When they've been reset you can then add a rescue email address for potential future use.
