I resolved the problem!!! The ONLY solution of our ussue is to call to the Apple support, they will resolved the problem. You have to call and say hat is happening and they will helpt you with a Account Security team. They will able to reset your security questions ! What country are you in ? If I go to that screen I see boxes for Mac, iPod, iPhone, iPad, iTunes, Apps & Software and More Products & Software. I have an apple id from appleidcard. when I want to buy an app, it asks me for security questions which have not been provided with the apple ID I bought. I need to reset my security questions and when I go to "manage your apple ID", in the section for password & security, there is no LINK to reset the security questions and there is no indication of where to set a rescue email address. I am really frustrated and dont know what to do!
This Chicken and Egg thing with the rescue email is ridiculous. I thought the people at Apple were smart.
If you don't already have one then you won't be able to add one until you can answer 2 of your questions - it's like that for account security e.g. if somebody gets access to your account then they won't be able to buy items on it from their own computer/device without being able to answer your questions, and they won't be able to get your questions reset via the rescue email address.

When they've been reset you can then add a rescue email address for potential future use.
I don't have the place where you click "send it to the email if you forgot the answers to the security questions."
Then you don't have a rescue email address on your account, you will need to contact Apple - see my post above yours
