Using the iPad as a terminal

I have a a large number of systems that require access thru a physical USB connection. The reason is security, there is NO Ethernet connectivity. We currently use laptops. The connection uses SSH to establish a terminal session with the host.

I would like to issue iPads to the tecnicians to do the job.Laptops are cumbersome, expensive, and technically offer no benefit over a simple terminal.

Two questions;

1. is there an app that will run a terminal session on a iPad thru the supplied cable that has a USB connector on one end? the cable that connects the iPad to the Windows machine and communicatres with itunes?

2. if not is it possible to write an app to do so? Will IOS support this kind of activity and is the development environment capable for supporting that kind of development?

Thanks in advance for your help.

I don't know any terminal app on iOS that can talk to a computer through the USB channel.

So there's no internet connection to the systems that you want to connect to? If there is a connection and you can use secure ssh then why not do that? I mean I ssh all the time into my server via my iPhone, iPad or Mac. I use VNC Viewer for my iOS devices and terminal via my MacBook Air.
