I've just updated FCPX, and after I applied the letterbox effect, I expected to see the offset adjustment slider, but there's no adjustment at all that I can see.
Is there a new way to do this that I can't find?

Yeah, this needs fixed ASAP. No reason to get rid of that feature!
You can use my Widescreen Matte adjustment layer as an alternative. It works as a seperate layer so you can reposition your video underneath it as much as you want.
