I purchased my iPad mini 64 gbyte with no wifi assuming there was no gps. Yesterday I drove around Kuala Lumpur with a preloaded map on the standard apple map app and the Mini was able to update my location continuously. I did not have a wifi signal at the time. I am not sure how it did what it did. I will try again tomorrow when I walk to work to see if it works that way.

Impossible. All iPads have WiFi.

Your iPad mini, in addition to its Wi-Fi chip, contains an appropriate subset (cache) of crowd-sourced Wi-Fi hotspot data with which it can triangulate its location. With this data already loaded on your iPad mini, it doesn't need an actual Wi-Fi connection to triangulate its location — just the presence of nearby Wi-Fi signals. Read more in these Apple docs:

I believe that GPS capability is very important to have in iPad. Given that there are a shortage of iPad with cellular function ATM. Most store right now do not have iPad with cellular in stock and it is difficult to find. Moreover, why do I need to buy the cellular function when I don't want it?

I do see that there is certain location awareness in the wifi only iPad but it is highly inaccurate and problematic to use. Even then, brand like Lenovo had already introduce much better location awareness capability in their tablet that make me wonder why apple refuse to do so? Given that the brand from Lenovo is not one that offer cellular services at all, and yet their price is much cheaper as well. The only difference is that they run on android. If it wasn't because of the discount I got, I would have returned this iPad for one with the GPS function and yet cheaper right this instant.

And think about it. Apple is synonym to high class high standard product. Why such high standard product does not have GPS functionalities is beyond me.

My 32 gb Ipad mini wifi only (non cellular version) always knows where I am without wifi as long as I am in cellular range for phones.

The device you are describing can no more detect cellular signals than a blind person can see the color red. As long as you have WiFi turned on, your WiFi only iPad will be able to use any available WiFi network to determine location.

The EveryTrail app even indicates that an iPad Wi-Fi + Cellular model (containing a GPS chip) is not required:

Hi,

I have a new car and need to build in navigation. I think it would be cute to do this with an Ipad mini since it is much more versatile than a regular/traditional navigation system.

But i do not want to have a 2nd subscription service for cellular data transmissions. Ofcourse i could use my phone to create a hot spot and even bluetooth 4 is much friendlier to the batterylife but i would like the ipad mini on itself without 3G/4G or wifi signals to do its job.

I've heard traditional navigation solutions might dtermine the location quicker but not sure if that is true or not. I know i would need to download a navigation app and maps online but than offline how well could i rely on the navigation through the GPS chip in the ipad mini?

Anyone with user experience in this or someone whom could line up the gps chip versus a chip of tomtom or garmin orso? Or are they just the same? What about accuracy and speed of initial and continuously updating location?

You do not have an understanding of GPS.

You do not need a data plan to use GPS. GPS uses GPS satelites not wifi or 3G data. The GPS chip in the iPad+3G model iPad is the same GPS used in Garmins, etc. and the signal is the same one used by dedicated GPS units.

Accuracy and speed are the same as GPS units everywhere. Turn-by-turn navigation is the same, in fact you will/could be using the same maps as used by Garmin, TomTom etc.
