Apple can only create an update with whatever information they have at the time. This is why they were asking everyone for data captures. HDMI diagnosing is extremely complicated. So for example; say that your computer was a car and HDMI was a tire, and a lot of peoples tires were going flat. So Apple would know that they have to make a "patch" and determine what size it needs to be to fix the tires. However everyone had different tire sizes and brands on their cars so Apple may release their patch and it would work for those who had a hole at the top of the tire, but for those who had a hole somewhere else that particular patch wouldn't work. So this patch didn't work for you, and now what needs to be done is for Apple to gather more information about the minis that it didn't work for. Eventually the issue will get resolved for all minis but as I said, HDMI is extremely complicated, and unfortunately these kinds of tech issues take time to fully resolve. The more information Apple has to work with regarding the remaining minis, the faster additional updates can be issued. My guess is that they wanted to address as many issues as possible, as quickly as possible, and additional updates will follow.
