My mini mac installer is missing.

I know that people have posted having this same problem but my situation is different. I got my mini mac from a friend and I don't have the installer disk. I have download a couple of other installers online but when I tried to install them, it wouldn't let me cause I needed a installer to run the installer. I looked in the utilities folder and it is clearly not there. I have been stumped on this for a week and would appreciate any help that can be given.

Mac mini, Mac OS X (10.4.11)

Its a PPC mini system. hmm, but wont I need an installer to even put pacifist on my mac? I am gonna try that and see what happens.

Well I got Pacifist, but I don't quite understand how to use it to get my installer.app program back. It opened some of my other files that were not accessable
