System preferences is empty

Hi friens ,first post 🙂

I found out that the System Preferences is empty! the windows is narrow and small and empty. i Googled a bit and

tried to go to PreferencesPane in the library , but the folders are empty over there too!

What is wrong? what is the fix?

Now you know why I suggested reinstalling the entire OS from the install disc. Alternatively, you can use Pacifist; however, no telling what else went south when you clean things up and caused this problem.
